On June 6, in Moscow a meeting of the Public Council for Protection of Patients' Rights at Federal Service on Surveillance in Healthcare (Roszdravnadzor) was held. The meeting was attended by Mikhail Murashko, a new Acting Head of Roszdravnadzor.
One of the meeting participants was Nikolay Dronov, Chairman of the Executive Committee of IPM "Movement Against Cancer". The meeting was devoted to the prospects of the process of "regionalization" of the program for seven resource-intensive diseases.
The representatives of patient organizations discussed possible benefits and risks of the transfer of authority with regard to the "Seven Nosologies" program implementation to the regions. During the discussion, the vast majority of organizations opposed the transfer of authority. "On this issue, our position is consolidated and it was declared by patient organizations for already several years," said Nikolay Dronov. "We realistically evaluate the quality of managerial decisions in the regions and have justified concerns that "Seven Nosologies" program, which was repeatedly adjusted and optimized in the process of implementation at the federal level, will start to fail in case of delegation to regions."
At the meeting the issue of the Public Council's competence as an institution of civil control was also discussed. Participants of the meeting and leaders of the Council noted with regret that to date there are no legal mechanisms that makes it possible for the members of public councils under the federal bodies of executive power to effectively participate in the control and supervision activities. In this regard, members of the Public Council for Protection of Patients' Rights at Roszdravnadzor decided to initiate an appeal to the Federal Assembly of the Russian Federation in support of the draft law aimed at expansion of authorities of Roszdravnadzor and granting of rights to this government body to impose legal sanctions on violators of the rules and regulations in the field of health care.
